The truth about studying abroad without IELTS
“Study abroad without IELTS” is one of the most searched study-abroad queries in Pakistan. It is also one of the most misunderstood. The honest answer: there are legitimate routes to study in the UK, Australia, and Ireland without IELTS, but they involve trade-offs. Knowing exactly which alternative to use, which universities accept what, and when IELTS is genuinely unavoidable is what separates a successful application from a wasted year.
This guide covers the real alternatives accepted in the UK, Australia, and Ireland: Medium of Instruction certificates, alternative English tests (Oxford ELLT, LanguageCert, PTE Academic, Duolingo English Test, TOEFL), and university-internal English assessments. We also cover where the “no IELTS” routes don’t work and why.
Option 1: Medium of Instruction (MOI) Certificate
An MOI certificate is a letter from your Pakistani institution stating that your entire programme was taught and examined in English. For many UK and Australian universities, this is an acceptable substitute for IELTS, particularly for postgraduate applicants from Pakistan.
Which UK universities accept MOI from Pakistan: Many mid-tier UK universities accept MOI from recognised Pakistani universities, particularly for Master’s applications. Examples include Coventry University, University of Hertfordshire, University of West London, Bedfordshire, Greenwich, Manchester Metropolitan, and others. Most Russell Group universities do NOT accept MOI; they require IELTS, OET, or similar.
Which Australian universities accept MOI: A meaningful number of Australian universities accept MOI from Pakistani 4-year Bachelor’s programmes. Curtin University, Deakin University, La Trobe University, Murdoch University, and Western Sydney University often accept it for Master’s applications. Group of 8 universities generally require IELTS.
Which Irish universities accept MOI: Some Irish universities accept MOI for Pakistani Master’s applicants, particularly Technological University Dublin, Munster Technological University, and Atlantic Technological University. Trinity College Dublin and UCD typically require IELTS.
What MOI does NOT do: MOI does not substitute for IELTS in your UK Student Visa application. UK Visas and Immigration (UKVI) has its own English requirements. For most direct undergraduate or postgraduate study where the university certifies your English, your CAS letter handles this; you do not need to submit IELTS to UKVI. However, for pathway courses (English language preparation, foundation programmes), you must take a UKVI-approved Secure English Language Test (SELT) regardless of MOI.
Option 2: Oxford ELLT
The Oxford English Language Level Test (Oxford ELLT) is a UKVI-approved alternative to IELTS that is widely accepted by UK, Australian, and Irish universities. It is typically cheaper than IELTS, can be taken online or at testing centres, and many Pakistani students find the format more accessible than IELTS.
Acceptance: Oxford ELLT is currently accepted by 100+ UK universities, a significant number of Australian universities, and Irish universities. Always verify with your specific university and programme.
Pakistan availability: Tests are available in Lahore, Islamabad, and Karachi at authorised centres. Online testing is also available.
Cost: Around £100-150, significantly less than IELTS (around PKR 70,000+ for IELTS).
Option 3: LanguageCert International ESOL (UKVI-approved SELT)
LanguageCert is a UKVI-approved Secure English Language Test. For Pakistani students who specifically need a SELT for visa purposes (typically pathway course applicants, English language course applicants, or some pre-Master’s applicants), LanguageCert is a strong IELTS alternative.
Acceptance: All UK universities for general English proficiency. Specifically accepted by UKVI as a SELT for visa applications.
Pakistan availability: Lahore, Islamabad, Karachi.
Option 4: PTE Academic
PTE Academic is a computer-based English test widely accepted across UK, Australia, and Ireland. Many Pakistani students prefer PTE because results arrive faster (within 5 days vs 13 days for IELTS), the format suits faster typers, and the writing section is computer-graded (reducing examiner subjectivity).
Acceptance: Vast majority of UK universities, all Australian universities, all Irish universities accept PTE Academic. Score conversions are well-published.
Pakistan availability: Lahore, Islamabad, Karachi.
Cost: Approximately PKR 55,000-60,000.
Option 5: Duolingo English Test
The Duolingo English Test is an at-home online test that costs around USD 60 (approximately PKR 17,000). It has become increasingly accepted as university acceptance broadened during and after the pandemic.
Acceptance: Accepted by many UK universities including a growing number of Russell Group institutions. Accepted by most Australian universities (verify with specific university). Accepted by some Irish universities. Generally NOT accepted as a UKVI SELT, so cannot be used for visa purposes where SELT is required.
Best for: Pakistani students applying to multiple universities who want a cheaper, faster way to demonstrate English proficiency. Use Duolingo for applications, then take IELTS or PTE only if a specific university requires it.
Option 6: TOEFL iBT
TOEFL is the original IELTS alternative. It is accepted by virtually all UK, Australian, and Irish universities. For Pakistani students applying to top universities, TOEFL is a credible IELTS alternative.
Pakistan availability: Lahore, Islamabad, Karachi.
Cost: Approximately PKR 70,000-80,000 (similar to IELTS).
Option 7: University Internal English Assessment
Some universities (mainly mid-tier UK and Australian) offer their own internal English assessment, typically a video or written interview conducted by the admissions team or partner organisation. If you pass this assessment, no external English test is required.
This is the least standardised route, with the most university-specific variation. Verify on a case-by-case basis. Common at Coventry, Hertfordshire, Greenwich, and similar mid-tier UK universities for Pakistani Master’s applicants.
When IELTS is genuinely unavoidable
NMC and AHPRA registration for Nursing: The Nursing and Midwifery Council (UK) and Australian Health Practitioner Regulation Agency both require IELTS Academic 7.0 in each band OR OET Grade B. No MOI or Duolingo alternative is accepted. Nursing applicants must take IELTS or OET.
Russell Group universities: Top UK universities (Oxford, Cambridge, Imperial, LSE, UCL, KCL, Edinburgh) typically require IELTS, TOEFL, PTE, or Cambridge English. MOI and Duolingo are usually not accepted.
Pathway and Foundation programmes: If you are applying for a pre-Master’s, foundation year, or English language course, UKVI requires a Secure English Language Test (SELT). MOI does not work for these visa categories. Use IELTS UKVI, OET, or LanguageCert UKVI.
Medical and Dental programmes: Medicine, Dentistry, and other regulated health professions require IELTS or OET at high scores (typically 7.0+). No MOI alternative.
Realistic strategy for Pakistani applicants
If you are applying to mid-tier UK or Australian Master’s and your Bachelor’s was taught in English: Request an MOI letter from your university first. Apply with MOI. If a target university rejects MOI, consider Oxford ELLT (cheaper) or PTE Academic. Take IELTS only as a last resort.
If you are applying to Russell Group or top Australian universities: Plan for IELTS or PTE Academic from the start. MOI typically won’t work. Allocate 6-8 weeks of preparation. Take the test 4-6 months before application deadline.
If you are applying for Nursing: Take IELTS Academic or OET, no exceptions. Allocate 3-6 months of preparation given the 7.0-each-band requirement.
If you are applying for a foundation, pathway, or pre-Master’s course: Take IELTS UKVI, OET, or LanguageCert UKVI. MOI does not work.
The questionable shortcuts
Avoid the “guaranteed IELTS waiver” ads circulating in Lahore. These typically point to unaccredited universities, pathway scams, or fee-driven schemes where the “waiver” lets you enrol but the resulting degree is not recognised internationally. A genuine waiver is provided through one of the legitimate routes above, not through paid certificates or back-channel arrangements.
