Top German Universities for Pakistani Students 2026: Rankings, Entry Requirements and How to Apply

Germany has over 400 public universities, all charging minimal or zero tuition fees for international students. For Pakistani students, the challenge is not financial, it is navigating which institutions and programmes are realistic targets given your academic background.

The APS Certificate: First and Non-Negotiable

Before any German university will consider your application, you must obtain an APS (Akademische Prüfstelle) certificate. The APS office operates at the German Embassy in Islamabad and verifies that your educational certificates are genuine and that you have the academic prerequisites for your chosen programme. Apply for the APS certificate at least 6 months before your intended application deadline. The certificate takes 4 to 8 weeks to issue and requires an interview at the APS office.

TU Munich (Technische Universität München)

Ranked in the global top 50, TU Munich is the most prestigious technical university in Germany and among the most competitive for Pakistani applicants. Entry requirements for Master's programmes in Computer Science, Electrical Engineering, and Mechanical Engineering are CGPA 3.5 or above (85%+ equivalent) and IELTS 7.0 for English-medium programmes. Acceptance rates for international applicants are typically 10 to 15%.

RWTH Aachen University

Europe's leading engineering university by industry recruitment, RWTH Aachen is particularly strong in Mechanical Engineering, Electrical Engineering, and Computer Science. Pakistani students report slightly higher acceptance rates than TU Munich at CGPA 3.3 and above. The university city of Aachen is smaller than Munich or Berlin, which many Pakistani students find easier to navigate in their first year.

Berlin Universities

Berlin hosts three major technical and research universities: TU Berlin (top engineering, architecture, and economics), Freie Universität (social sciences, humanities, natural sciences), and Humboldt Universität (research-intensive, natural sciences and law). Berlin is Germany's most international and culturally diverse city, making it particularly welcoming for Pakistani students. The combined Pakistani student and professional community in Berlin is one of the largest in Germany.

Universität Stuttgart and Karlsruhe Institute of Technology

For engineering students, Stuttgart (home to Mercedes-Benz and Porsche headquarters) and KIT (Germany's MIT equivalent for engineering and natural sciences) offer world-class education in an industrial environment with exceptional internship and employment pathways. Both have Pakistani student communities and are realistic targets for CGPA 3.0 and above applicants.

The Uni-Assist Application Portal

Most German university applications from non-EU students go through Uni-Assist, a central clearing house that verifies and forwards applications to universities. Create your Uni-Assist account early, as document processing takes 4 to 6 weeks. You pay a fee per application and per additional university. Direct applications bypass Uni-Assist for some universities, check each institution's website. Application windows typically close in January for summer semester and July for winter semester.
